Frisco's August 11 agenda puts four large sites in one pipeline

The City of Frisco Planning and Zoning Commission agenda for Tuesday, August 11, 2026 lists four site-plan items spanning 114.7 acres. The meeting is scheduled for 6:30 p.m. at the George A. Purefoy Municipal Center, 6101 Frisco Square Boulevard. All four appear on the consent agenda, so their placement signals a scheduled procedural step, not a result.

One city-owned municipal complex and three employment-oriented projects are on the same consent agenda. Nearby residents, property owners and infrastructure watchers can use the case numbers and locations below to find the exact entries. The official Frisco agenda remains the source for any change in placement or timing.

  • Stewart Creek Business Park Addition, OS26-0058 and SP26-0079: one municipal-use complex on 39.0 acres on the east side of Parkwood Boulevard, about 220 feet north of Stonebrook Parkway. The City of Frisco is listed as owner; the open-space and site plans are scheduled as item 10.
  • Park 25, Block B, SP26-0065: two office and warehouse buildings on two lots totaling 23.3 acres at the northeast corner of Gateway Drive and PGA Parkway. Star Business Park, LLC is listed as owner; the site plan is scheduled as item 13.
  • Point East Industrial, SP26-0068: three office, warehouse and distribution-center buildings, plus a detention pond and open space, on five lots totaling 36.8 acres. The site is on the east side of Everwell Lane, about 130 feet north of Durant Lane; the plan is scheduled as item 14.
  • Park 25, Block C, SP26-0087: two office, warehouse and distribution-center buildings on two lots totaling 15.6 acres at the northwest corner of Preston Road and Corporate Drive. Star Business Park, LLC is listed as owner; the plan is scheduled as item 15.

Grand Prairie's EpicCentral item is listed as tabled

A normalized official record tied to the Grand Prairie City Council's July 21, 2026 meeting describes a $675,000 amendment to the fiscal 2025-26 capital projects budget for EpicCentral infrastructure. The same item would have authorized the city manager to execute a memorandum of understanding and negotiate a ground lease and development agreement with Sam Moon Group for a four-star luxury-brand hotel, convention center and parking garage at EpicCentral.

The source labels the item "tabled" and does not record a final decision on the development. Anyone tracking the project should look for a later Grand Prairie posting that restores or revises the item rather than treating the July 21 language as a completed agreement.

Mansfield minutes record action on ED#26-05

Official minutes for the Mansfield Economic Development Corporation meeting on August 4, 2026 record a motion on economic development agreement ED#26-05. The minutes state that the board authorized its president, executive director and designee to execute the agreement and related documents, and record a 7-0 vote with no nays or abstentions.

The extracted public item stops there. It does not name a counterparty, project address, incentive amount or development type. The minutes prove the board action, but they do not support claims about what will be built or where. Those specifics require the official packet, a later public agreement or another city disclosure.

Dallas spring records add five incentive-linked development actions

AgendaWire's monitoring also surfaced nine significant matches that collapse into five Dallas council actions. They come from older spring agendas, so the dates below are stated plainly and should not be read as actions taken during this recap week. These incentive-related items are also within the scope of the companion economic-development recap; they are included here because each is tied to a physical development, facility or housing project.

For the June 24 neighborhood-zone item, AgendaWire's verified public item page is https://www.agendawire.com/agenda-watch/item/4ece9737-3022-46ea-92e6-87e491ac204f and links back to the official government source.

  • June 24, 2026: Dallas City Council agenda item 26-2150A proposed Neighborhood Empowerment Zones at 1445 Ross Avenue and several McKinney Avenue and Fairmount Street addresses, business-personal-property tax abatements, and a Chapter 380 grant of up to $18.5 million for Morgan Stanley office projects. The agenda establishes consideration, not an outcome.
  • May 27, 2026: the council agenda proposed a TIF development agreement of up to $29 million for the 5.9-acre Oak Park mixed-use and mixed-income project at 1545 West Mockingbird Lane. Two monitoring matches referred to this same council action and are grouped here.
  • May 27, 2026: a Chapter 380 agreement and conveyance of about 7.33 acres west of South Lancaster Road, south of Mentor Avenue and east of Denley Drive appeared for Veterans Community Project Village, described as small residential units, a community center and services for veterans experiencing homelessness. Two matches are grouped into this one action.
  • March 25, 2026: the agenda sought elected-representative authorization for Dallas Housing Authority multifamily revenue bonds of up to $69,152,737 for rehabilitation and construction of the roughly 276-unit Roseland Homes project near 3335 Munger Avenue.
  • February 25 and March 25, 2026: Dallas Wings facility grant language appeared on both council agendas. The proposal covered a facility at 1200 North Cockrell Hill Road, a grant and related fees and reimbursement, an amendment to the team's resident-use agreement, and a reduction in a separate project-management scope. The repeated dates are grouped as one continuing action, with no final result inferred from the agendas.

What this recap reviewed

AgendaWire reviewed 347 development-approval candidates classified from July 31 at 12:00 a.m. CDT through August 6 at 11:59 p.m. CDT. Fifteen candidates met the significance gate. The remaining review classified 117 as routine, 94 as duplicate, and 121 as unverifiable because they could not be source-confirmed in this run, so those candidates were excluded from the reported stories.

The matches came only from source endpoints AgendaWire actively monitors, currently 31 DFW-area agenda endpoints. This is source monitoring, not comprehensive DFW coverage, and a missing jurisdiction or item should not be read as evidence that no action occurred.
