A homebuilder or buyer looking at an infill lot in Casa Linda Estates has a specific zoning case to check. Dallas case Z-26-000211, Legistar file 26-3338A, requests a Neighborhood Stabilization Overlay on property zoned R-10(A) Single Family District. The listed applicant is Casa Linda Estates Neighborhood, and the staff recommendation is approval. Dallas case record

The proposed setbacks differ by section of the neighborhood. For an acquisition team or designer, the first question is which proposed section covers the parcel and how its setbacks would shape a concept plan. The case report includes both the section map and the proposed standards. Case report, pages 16-5 and 16-7

What the hearing record shows

The case first appeared on the Dallas City Plan Commission agenda for Thursday, October 22, 2026, as item 16 under Zoning Cases, Consent. Official October 22 agenda, opening pages and October 22 meeting record

At the October 22 planning hearing, the case was held under advisement until November 5, 2026, according to the updated case report. It is now item 9 on the Thursday, November 5, 2026 City Plan Commission agenda, listed under Zoning Cases, Under Advisement, as Legistar file 26-3549A. The staff recommendation is still approval, and the updated report states that no changes have been proposed since the previous hearing. The November 5 planning hearing had not taken place when this update was written, so no result for this agenda item is reported here. Start with the boundary, then the setback table

The city describes the request area as generally bounded by Garland Road, N. Buckner Boulevard, Peavy Road and the East Dallas Santa Fe rail line. It also includes properties on the southwest line of Buckner Boulevard, south of Garland Road. Check a site against both parts of that description. Dallas case record

The report describes approximately 200 acres. Its proposed setbacks are:

Area shown in the report Front yard Interior side Corner side
Buckner frontage, Section 1 100 feet 25 feet 50 feet
Sections 1, 2 and 3 50 feet 12.5 feet 40 feet
Section 4 40 feet 12.5 feet 30 feet

For comparison, the report lists the existing R-10(A) standards as a 30-foot front yard and 10 feet for both interior and corner side yards. The report's section map shows which row applies to a particular parcel. Case report, pages 16-1, 16-5 and 16-7

What to check before committing to a plan

Dallas's NSO guidance explains that overlay setback options run from the setback allowed by existing zoning to the median setback of homes in the neighborhood. It also says that where an overlay setback is less than a platted setback, the platted setback controls until the building line is removed by replat. Dallas NSO guidance

For a buyer, put the proposed section map beside the survey, plat and current design. Ask the design team to sketch a building envelope with the applicable proposed setbacks, and keep that sketch separate from any conclusion about what can be permitted today. Record the source and date of each assumption so the sketch can be revised when the public record changes.

A zoning consultant or land-use attorney should settle the parcel questions first: the proposed boundary, the applicable section and any existing platted building lines. Where a map assignment is unclear, ask planning staff rather than relying on the neighborhood name.

Check the next public record

Dallas's published NSO process lists formal public hearings, including a planning commission hearing, before an overlay ordinance is adopted. After being held under advisement on October 22, the case is item 9 on the November 5 agenda. After that planning hearing, check whether a later hearing or ordinance has been posted. Dallas NSO process guide, page 1

For the project file, capture the recorded disposition, any revised setback language and any later hearing date that is actually posted. If the case is continued, track the new date. If the standards change, replace earlier design assumptions with the published text.
