A $350 million commercial paper program

Item 30 (26-3045A) is an ordinance establishing the City of Dallas General Obligation Extendable Commercial Paper Program, Series A. Short-term obligations could be issued from time to time up to an aggregate principal amount of $350,000,000 outstanding at any one time. The item also approves an Offering Memorandum for use by the dealers. Program costs are listed as not to exceed $855,000 from the Debt Service Fund.

The ordinance sets up a financing tool. It does not by itself issue a specific amount of notes or fund a specific project.

$22.5 million for median and right-of-way grounds maintenance

Item 21 (26-3102A) would authorize a three-year service price agreement, October 14, 2026 through October 13, 2029, with two one-year renewal options, for median and right-of-way grounds maintenance for the Department of Transportation and Public Works. The listed vendor is Good Earth Corporation, most advantageous proposer of four, at an estimated $22,498,940.00 from the General Fund and Bond Program Administration Fund.

Aviation janitorial contract rescinded and re-awarded

Item 19 (26-3070A) would rescind the October 2025 janitorial and floor maintenance contract with Midwest Maintenance Company, Inc. for Department of Aviation Groups 1 and 4 (previously approved at up to $13,841,207.52). It would award a new three-year contract to UBM Enterprise, Inc., next most advantageous proposer of twenty-nine, for up to $11,928,560.04, with renewal options up to $8,190,944.40. The listed total is not to exceed $20,119,504.44 from the Aviation Fund.

$20.9 million in park playground equipment contracts

Item 7 (26-2737A) would authorize five construction services contracts for three years, with two one-year renewal options, for park and recreation equipment, products, and installation. Vendors are Kompan, Inc., Parkscapes Texas, LLC, PlayCore Wisconsin, Inc. DBA GameTime, Webuildfun, Inc., and Whirlix Design, Inc., through the BuyBoard purchasing cooperative. The total is not to exceed $20,926,500.00, split across the Park and Recreation Facilities (B) Fund, the Parkland Dedication Fund, and the General Fund.

These are not-to-exceed ceilings, not proof of future spend at a specific park.

University Hills mixed-income multifamily through the Dallas Public Facility Corporation

Item 5 (26-2926A) would authorize the Dallas Public Facility Corporation to acquire, develop, and own University Hills, a mixed-income multifamily development planned at 1910 East Wheatland Road, and to enter a 75-year lease with UH Multifamily Development 1, LLC, an affiliate of Hoque Global Partnership, LLC and Anchor Capital Partners, LLC. The agenda lists estimated General Fund revenue foregone of $3,657,529.91 over 60 years.

A new subdistrict in the Downtown sign district

Public hearing PH1 (26-3081A), case Z-26-000116, would amend the Downtown Special Provision Sign District to create a new subdistrict and reduce the Downtown Perimeter Subdistrict, on property bounded by McKinney Avenue, North Harwood Street, Olive Street, and Woodall Rodgers Freeway, AKA 2000 McKinney Avenue. Staff and the Special Sign District Advisory Committee recommend approval subject to conditions. The City Plan Commission recommends approval subject to amended conditions.
