Eight DFW agenda items to watch from August 17 to 25

The Dallas City Plan Commission's August 20 agenda lists a matter under advisement for Planned Development District No. 800. The application would create and expand non-residential subdistricts and seeks a specific use permit for a pedestrian skybridge along Cadiz Street between Riverfront Boulevard and the Union Pacific railroad.

Staff recommends the district amendment subject to a development plan, amended exhibits 800A and 800B, and conditions. Staff also recommends the skybridge permit subject to a site plan and conditions. Those are recommendations, not commission action. Grand Prairie City Council's August 18 record carries two linked actions for 38.49 acres at 3401 North Forum Drive and 3501 South Forum Drive. CPA-26-03-0006 would change the Future Land Use Map designation from Mixed Use to Light Industrial. ZON-26-03-0007 would change PD-77 to a planned development district for light industrial use. Its concept plan shows four industrial buildings totaling 502,600 square feet and outside storage.

The Planning and Zoning Commission recommended both actions on May 26 by 5-2 votes, with conditions on the zoning action. City Council will consider separate map and zoning decisions for the same site, not two different 38.49-acre projects.

Keller City Council's August 18 agenda includes UDC-2607-0007, a public hearing on Article 8, Section 8.18 of the unified development code. The section governs the Town Center medical overlay. The proposed ordinance would amend allowable uses, provide penalties, authorize publication, and establish an effective date.

The reviewed page said minutes were still in draft and action results were unavailable, so the amendment remains a proposal here. Because it changes overlay rules rather than one address, users should compare the eventual ordinance and recorded action with the posted request.

Frisco City Council's August 18 agenda places two public-hearing requests back to back. Z25-0013 concerns 104.4 acres at FM 423 and University Drive, also identified as US 380. It would repeal Ordinance No. 2021-12-68, rezone the property as Planned Development-254, and direct staff to prepare an ordinance. The agenda also calls the current zoning Planned Development-254, so the case documents are needed to identify the proposed standards change.

Z25-0008 covers 223.9 acres at the southeast and southwest corners of Majestic Gardens Drive and Main Street. It would repeal Ordinance No. 16-02-09 and rezone the land across two planned-development designations covering mixes of retail, office, townhome, patio home, single-family-7, and multifamily uses. Both entries request hearings and direction to prepare ordinances. The posting supplies acreage, location, and requested labels, not final approval or conditions.

Dallas County Commissioners Court is scheduled to consider eight distinct contract actions on August 18. The largest stated amount is an estimated $2,403,756 five-year agreement with Schneider Electric Buildings Americas, Inc. for countywide building-control maintenance, running from September 1, 2026 through August 31, 2031 under Omnia Partners contract 2023003495.

IFB 2026-029-7114 would award a five-year mobile roadside tire repair and service agreement to Rick's Tire Service, Inc., listed as the lowest responsive bidder of two, for an estimated $881,950. Six other actions cover laboratory support, software, detention security, juvenile facilities, ERP integration, and polygraph testing. After a repeated HVAC line is counted once, the eight amounts total $6,996,526.92. That total describes scheduled authorizations, not approved spending or final payments.

Carrollton City Council's August 18 agenda lists a professional-services agreement with Birkhoff, Hendricks & Carter, LLP for the Channels and Floodplains Aerial Survey Project. The scheduled request would authorize the city manager to approve an amount not to exceed $544,100.

The record supports the firm, project, and ceiling but states no agreement term or completed vote. This is an authorization request, not an award. The agenda does not state a delivery schedule for the survey.

Dallas City Council agenda items 16 through 31 each proposed an August 25 public hearing for a named public improvement district. The 16 actions concern prospective assessments for 2027 services, along with charges, property liens, collection steps, and filing an approved service plan if a later ordinance is adopted. The Dallas Tourism PID uses a fiscal-year frame and applies to Dallas hotels with 100 or more rooms. Halperin Park materials estimated $134,540 in PID-fund appropriations.
